Jüri Uluots was the Prime Minister of the Republic of Estonia beginning in 1939 and acted as President from 1940 until his death in 1945, after which August Rei became the Prime Minister acting as the President of the Republic of Estonia in exile.
In 1944, Uluots appointed Otto Tief as the Prime Minister of the Republic of Estonia and gave him a task to form the government of the republic, which laid the groundwork for the continuance of the independence of the Estonian State in exile. The existence of the government as a constitutional institution in exile allowed for the restoration of the independence of the Estonian state in 1991 by relying on legal continuity.
