The lottery is one of the oldest and most popular games of chance organized by the State. It was adopted in Spain in 1763, during the reign of Carlos III, and to commemorate the 250th Anniversary of the Creation of State Lotteries and Bettings,a stamp is issued by Spanish Correos, illustrated with the characteristic rotating drum.

The history of the lottery in Spain began with an order from Carlos III to the Marquis of Esquilache, Minister of Public Finances, as a way of collecting funds for the severely depleted public purse. Following the model that existed in Naples, the king founded the Royal Lottery or Original Lottery (LoteriaPrimitiva). The first draw took place on 10 December 1763, in Madrid. The Original Lottery system was quite complex, as the gambler bet directly, choosing numbers between 1 and 90, and there were different betting options. From the start, a principle was established that the State would donate part of the monies collected to hospitals, hospices and charitable institutions.

During the War of Independence, and to increase the funds of the public purse, the Minister of the Council and Chamber of the Indies, Ciriaco Gonzalez de Carvajal, proposed to the Government of Cadiz to introduce the existing lottery model into Mexico.

The new Modern or National Lottery system consisted of the sale of tickets with printed numbers, similar to the current one. The Cadiz Parliament approved the proposal and, on 4 March 1812, the first draw took place at number 10 Plaza de San Antonio, in Cadiz. After the retreat of the French troops, the Modern Lottery was transferred to Madrid, where the first draw was held on 28 February 1814.

The Original Lottery and the Modern or National Lottery coexisted until 1862, when the former was abolished. In 1985, the Original Lottery was reintroduced and it remains popular to this day.

With the passing of the years, special lotteries were gradually introduced, the most important being the Christmas Lottery and the Epiphany Lottery. Other one-off or special lotteries have been organized for the reconstruction of cities, for exhibitions or social assistance. Thus, in 1924, the Red Cross lottery was organized for the first time.

Other current state-run games of chance are: the Bonoloto, the EuroMillions, theGordo de la Primitiva and the Football Pools, among others.
